Enugu State brought in N406.7 billion in internally generated revenue in 2025, but only N51.52 billion of that came from tax revenues. That works out to just 12.67 per cent, the lowest tax revenue-to-IGR ratio in the country, according to figures shared by StatiSense from National Bureau of Statistics data.
The bulk of the state's IGR, well over 87 per cent, came from non-tax sources. The numbers raise real questions about how sustainable that revenue base actually is, and what it would take to bring more of Enugu's income into the formal tax net.
